Paint.NET is image and photo manipulation software designed to be used on computers that run Windows 2000, XP, Vista, or Server 2003. It supports layers, unlimited undo, special effects, and a wide variety of useful and powerful tools.

It started development as an undergraduate senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the MS Paint software that comes with Windows, it has grown into a powerful yet simple tool for photo and image editing.
The programming language used to create Paint.NET is C#, with a small amount of C++ for installation and shell-integration related functionality.

System Requirements:

Minimum System:

* Windows XP (SP2 or later) or Windows Vista, or Windows Server 2003 (SP1 or later)
* .NET Framework 2.0.
* 500 MHz processor (Recommended: 800 MHz or faster)
* 256 MB RAM (Recommended: 512 MB or more)
* 1024 x 768 screen resolution
* 200+ MB hard drive space
* 64-bit support requires a 64-bit CPU that is running an x64 edition of Windows XP, Windows Vista, or Windows Server 2003, and 384 MB RAM

Please note that Paint.NET uses your hard drive to store temporary files related to undo/redo. Because of this, actual disk space requirements will depend on the type of actions you perform on an image, and on the size of the image.

Also, version 2.72 will install on Windows 2000 (SP4 or later). Version 3.0 requires Windows XP SP2.

Тут поддерживается работа со слоями (в том числе с прозрачными), удобная настройка панелей инструментов, удаление эффекта красных глаз (опция Red-Eye). Кроме того, программа содержит общие инструменты для работы с графикой, позволяет в удобном виде менять размер изображения, увеличивать чёткость картинки. Встроенными средствами Paint.NET на редактируемое изображение можно накладывать различные эффекты. Обратите внимание: для нормальной работы программы необходимо, чтобы в системе был установлен Microsoft .NET Framework 2.0.
